Atari Kobayashi è una guardia di dodici anni che vive a Megasaki City, città giapponese di cui è sindaco Kobayashi. Quando, con un decreto esecutivo, tutti i cani domestici vengono esiliati in un'enorme isola adibita ai rifiuti, Atari si allontana da solo alla ricerca del suo cane Spot. Con l'aiuto di nuovi amici, inizierà un epico viaggio che deciderà il destino e il futuro dell'intera Prefettura.
